I think that is Philippe Park. Very relaxing and beautiful park. You can sit in a chair and just stare out at the water and relax and zome out.
Sometimes that park is really busy so relaxation isn't so easy. People are zipping around on their Waverunners and making noise, but even those days are still nice.
